Default 1998 Honda Accord no ecu communication

Alright Honda guys, I have a 1998 Honda Accord 5 speed that turns over but no start. From what I’ve gathered from it there’s no ecu communication. Everything that runs off the battery only works. She will turn over but won’t start. Also no lights come on in the dash other than the illumination light behind it all. I’ve checked the ecu and also replaced it with another from the same make model and year car, also 5 speed as well. I’ve replaced the wiring harness and checked all grounds (sanded all down clean). I’m at a loss at this point. Any ideas?

At the DLC OBDII connector...
Check for battery voltage;
Between Ground and terminal 16
Terminal 4 and 16
Terminal 5 and 16

Measure voltage between terminal 5 and 7, what is it?

Check for continuity between terminal 7 and ground.
Check for continuity between terminal 7(DLC) and pin 21 of the ECM.

Measure voltage between terminal 5 and 7, what is it?

This is a quick and dirty check.
