AC/Condenser fan issue

Default AC/Condenser fan issue

First off, I am not talking about my cooling fan(US passenger side) I am talking about the one on the US driver side.
Car is a 95 Accord wagon Ex, 2.2 Vtec with an auto trans.

I currently have this fan unplugged at the connection by the fan(plug is on US driver side)

Car can sit for days, engine cold as can be. If I plug this fan back in within a few minutes(not instantly) the fan will turn on and start spinning, sometimes it even changes speed. Never shuts off(I have let it kill the battery before)

What causes this?

I know if the car is warm the cooling fan will stay on after engine is shut off, I am not talking about this. Car is cold and has sat without a start up. Cooling fan works as it is supposed to.

I would look to fan control module or engine coolant temp switch behind left side of Radiator with green and black wire feeding it
