Default Stuck in park, then won't shift

2003 Honda civic automatic transmission. Greetings everyone. Looking for some help. Car would not shift out of park. Used override button to shift out of park to get car home. on the drive home i could see that transmission was not shifting so I manually shifted to d3 to get home. Because the part is cheap ($8) i replaced the brake switch. Problem persists. I turn key on and apply brake and I don't hear the shift solenoid click. I get to shift solenoid remove it and by applying ground and 12v to appropriate contacts I can get solenoid to actuate. So it's not the solenoid, I probe the lead that goes to the solenoid and get 12v in one wire when key is in the on position the other wire does not provide ground when I apply brake. Shift position sensor? Or what should I be looking at next?
