Icon5 Drivers side floorboard soaked after rain. (2005 EX)

Problem is just that of the title: after it rains, my drivers side (and only my drivers side) floorboard is soaked. I cannot find where the leak is coming from. I should preface that I'm not talking about a little wet, I'm talking about SOAKED. It feels like someone just dumped a bucket of water onto the floor which leads me to believe there's a significant leak somewhere.

Originally I just thought it was where the hood latch cable exits the body, since after looking under the dash I could see that the rubber gasket fell off and it was open to where the sunroof drain was exiting into the fender; after spraying water on the area with I hose, I confirmed that water was leaking through that hole and sealed it with silicon. Now after reading some more online I'm thinking it could be a leaking / clogged sunroof drain. My problem is now I can't seem to find any good information about checking/unclogging these on a civic.
