97 dx help not running right

I got a d16z6 with a obd2a engine harness with a 0bd2 ecu when in neutral it revs fine but when iam driving it it wont rev past 4000

Haha...P2P ECU? If so, minimally your ECU is throwing knock sensor and CKF codes, but likely many more.
