I removed cluster to replace burnt bulbs. The tach and speedo do not zero out when key is off. Is there a sweep test. I have disconnect battery and nothing helps. The speedo stays at 30mph and tach at 1500. The needles move freely. Tia

 

If you had those gauges out, or loosened their screws, perhaps you overtightened or undertightened them on reinstalling. Those instruments are precision devices and don't tolerate much tinkering.
