Default Troubleshooting: AC only blows cold when vehicle is stopped??

Okay here's a weird one my Integra only blows cold AC when it stopped. If it's moving then the AC compressor clutch seems like it's engaging and disengaging every so often and it won't blow cold air. Do I need a new compressor clutch or what's going on??

replace the compressor. There are "clutch" kits for it but replacing the whole unit is much easier.
