Front wheel off centered

Hi I bought a used 03 custom ruckus and notice the front wheel isn’t centered. It wants to pull to the left once you let up on the handle bars. Is this normal?

That's not normal. It looks like you have a Metropolitan front wheel instead of a Ruckus front wheel. The stock Ruckus wheel is wider and centers perfectly.
The Metropolitan wheel is slimmer, so you will need different spacers to center it on the wider triple tree of the Ruckus. Or you could just get a stock Ruckus front wheel.
