Default Troubleshooting: F22B2 no start when "water is in it"

Ok HT so I posted this over in the 90-02 Accord section and nobody gave me any answers. So this 95 Accord I got, when you start it up with no water in it it idles great and sounds great. However if you put water in it, as soon as it cycles through the block it starts running really bad and idle surging and it’ll just die unless you play with the gas pedal and keep the rpms up. The person I got it from claimed it was a bad head gasket, so I changed the hg and it made no difference. I have no clue where to go with it now, so any suggestions would be very helpful. Bad HG or cracked block. Pull the spark plugs and pressure test the cooling system.
