1998 Honda Civic No Crank Issue

Icon4 1998 Honda Civic No Crank Issue

Good Morning Everyone,

I'm having a no crank issue with the above mentioned car. Its been sitting for about a year and has recently had the motor replaced with a d16y7 with y8 Intake Manifold (car originally came with a D16y8 motor). I put everything back together with a new battery and went to crank it but got nothing. Immediately went and bought a new starter (had it tested at the store to make sure it was good) and installed it but still no crank.
I tested the plug that goes to the starter solenoid with my volt meter and got the full 12.6V at the plug when the key is in the cranking position.
I checked and cleaned the grounds on the thermostat, the transmission to chassis, Valve Cover to Radiator Support and AC Harness to PS Pump Bracket
I jumped the starter while it was in the car and it worked and cranked the motor so I know the starter is good
I do plan on replacing the Ignition Switch just to see but if I am getting voltage to the Starter Solenoid I don't think that is the issue.
Im not sure what else to look for and would greatly appreciate any info.

Also the Car is Automatic and I am using the ECU for the 1998 Civic with D16y7 motor

Forgot to mention, I don't hear any clicks at the starter when I turn the key but I do hear (occasionally) the relay behind the glovebox and relay in the underhood fuse box. I did see corrosion at the link of fuse for "IG 1" 40A Green one and replaced it but still didn't crank.
I went through and checked all the fuses underhood and in cabin with my power probe and found no issues

Again I appreciate any help as I am stumped at this point.

So the car has been sitting since my original post. I plan on putting a few hours into diagnosing the issue further this weekend. I did notice that the CEL does not turn on when the key is in the on position. Going to plug my OBD2 Scanner and see if it'll read the ECU. Anyone have a situation like this before that may be able to offer some advice.

C415 is the connector at the end of the igniton switch C416 is behind the dash near the firewall C433 is under the center console by the shifter C101 is the main harness connection under the hood, on the right side from the firewall (by the brake booster)
So, just to be sure, you checked both B+ and starter signal at the starter? There should be battery voltage at the big black wire at all times (usually held on with a nut). During cranking, voltage should be present at the signal wire, i believe it's a connector. I'd also check all the connectors in the circuit for corrosion and pin tension. Such as at the transmission range sensor. Yes, voltage may be present but corrosion can restrict the flow of amps to be able to activate the solenoid; assuming there's no click or anything, only dreadful silence.

If there's a click while cranking, that's a different story.

Al Polk much appreciated but I actually ended up yanking the motor and parting it out. Didn't have too much money into it and electrical troubleshooting is not my favorite thing to do when working on cars.
