Default Coolant and oil leak after new head gasket

Hello Honda forum this is my first post here, I have a d15b7 engine that I changed the head gasket on and new timing belt, whenever I would crank the engine it wouldn't start consistently only 2 times one being for 3 seconds then a final turn on for 10 seconds both times dying on their own. Their was alot of white smoke coming out of the exhaust manifold as I hadn't put it all back together. Did I not torque the head bolts right? Does the head need to get resurfaced or the engine block? When it ran for 10 seconds a big puddle of oil and coolant was underneath the intake manifold area on the ground and the car doesn't start all the time. Coolant getting on the spark plugs not letting for combustion? Idk what the issue is here please help thanks

If you have to ask these questions but notice the puddle than the answer is quite obvious.

well to be fair I'm not sure which one it is I'm only 18 years old and new to working on cars but I'm guessing you mean I should just try all of those and see what happens lol

It wouldn't pass California smog and it had white smoking coming out of exhaust, thought it might've been cat converts clogged but it's not and I changed head gasket but still was the same problem and this time it doesn't even start up

yeah I only paid 280 for it but it ran when I bought it, the timing belt snapped when the car was on and I was trying to do something with it like clean the cat converts with a method anyways, the belt was all cracked I have replaced it and like I said it does start but it wont stay on plus the whole spill of coolant and oil mix. I really think I either didn't torque it right or i need to have the head resurfaced
