Default Turn Signals Don't Work

I have a 1996 Honda Accord EX V6, and my blinkers have stopped working. I have changed the fuses, the bulbs, and the flasher relay and it still does not work. Could anybody help?

It sounds like you're missing two or more items on your checklist. You haven't checked the Turn Signal Switch and Four Way / Hazard Flasher Switch. Most likely I would assume it's your Hazard Switch. But I would recommend starting with your voltmeter before replacing anything else.

From what I recall, the Hazard Switch is a main part of that circuit. Just give it a quick tap or two. If not, that's where I would start my electrical diagnosis.
