There were two distributors for 96-97 accords, the TEC Distributor Assembly (Td-76U), 30100-P0B-A01 and Hitachi (dont know the honda part number). It might matter which one the ECU prefers... both types are available on ebay.

I dont know if the distributor can be installed 180 degrees out of phase but you should check. since the connectors look different I assume you got the correct one. In the past I have had issues on a 91 with chinese made igniters. if no spark, I suggest getting a Japanese igniter, they're not cheap so I pull used ones from pickapart.

assuming spark is good, could be:
1) spark plug wires are out of order
2) the distributor shaft is turned 180 degrees
3) its not a spark issue, the injectors are not supplying fuel, try spraying starting fluid into the intake while cranking to see if it will run
4) double check the grounds on the engine. When you put the f23 in I assume you used the f22 harness. Check that the distributor housing is grounded well thru to the battery.

You have an issue with fleabay distributors. buy a good used OEM distributor from a car exactly like yours.
