Default CEL CODE 1167 Wont Go AWAY!!!

2002 Honda CRV. 170k miles.

Initial problem from the beginning was code P0420. Bad Catalytic converter. I figured i would just change both upstream and downstream sensors before getting a new cat. installed new sensors, deleted code and code P0420 still remained. no problem, installed new cat and code P0420 never came back. but now i have code P1167 for failed heater element. ok... so maybe i have a defective air fuel sensor... purchased new sensor and the damn code is still coming back! what the hell am i missing??? both sensors are OEM parts from what i can tell. granted i bought them from ebay. I have checked all wires everything looks super clean and undamaged.. any ideas?

Hi there first I would say make sure that your grounds are good and to pin the ecm to verified that the wire to the part is intact and voltage and singnal are present. find the problem before spend more money it look like a wiring problem communication between modules is block try that hope it helps
