Default Barely Passed Inspection

I was told by the mechanic that performed the yearly inspection that I needed new front brakes and all the tires replaced. Being an old lady I don't know if it makes any difference which is done first - get new tires or have the brakes serviced.

Might be best to ask for a second opinion. That said, if you live in an area where the snow is about to start flying, I'd opt for tires first.
