Default Is this washer needed?

Im unsure if a particular oem washer is needed to be installed on new kit.

I have a Bilstein pro kit which required the stock top hats to be installed.

The kit includes its own bump stop, dust boot, and shock rod washer below dust boot.

It doesnt include this washer Im asking about, which on oem, sits directly on top of the dust boot.

Im unsure if that means they think its not needed.

The instructions dont specifiy... ie just says 'use bilstein + oem mounting parts'.

The washer is similar in diameter to the top of the oem boot, but much larger than the top of the Bilstein boot.

The Bilstein boot also has a metallic insert built into the top, however the oem boot also feels metallic at the top, so not sure this means anything.

In the diagram attached of oem struts it is part 9.

Have also attached a pic of how washer looks when installed onto Bilstein ( blue dust boot)

Any advice is greatly appreciated.
