Default 1994 Honda Accord LX Sedan not passing emissions

Question for you Smart Car Guys, I have a 1994 Honda Accord Sedan LX and I’m having issues getting it emissioned due to my High Speed Test HC was 413 and needed to be at or below 300. My Idle Test HC was 441, again at or below 300 was needed and the CO% was 2.58 and needs at or below 2.0. I really need some insight and tips on getting this fixed, I bough the car for $800 and I’ve almost sunk that much in repairs (mostly tires, but that’s full necessity) $200 for a new Catalytic Converter, ~$400 in tires, and bought some new plugs (which haven’t been installed) hoping that if I get those in it’ll fix it (high hopes for sure). If you have any thoughts on what might be the problem and what could fix it. I’m in need of some help for sure

Sounds like this engine might be running a bit on the rich side.

Do you know when the ignition components were replaced last? If not a full ignition tune up would probably help. Plugs, wires, cap, rotor and primary O2 sensor replacement. Along with a good EGR, throttle body and intake manifold cleaning wouldn't hurt. The cleaning part is cheap if you are handy with tools.

Do you know the health of the engine, ever done a compression or leak down test on the engine?

I don’t know when that was last replaced, o do have some new Plugs, but just need new wires and stuff. If that’s all it is, assuming ease of work, that should be quick and easy!
