ac/heater controlsd on after key removed

Default ac/heater controlsd on after key removed

HI my 1992 accord started keeping its heater controls and blower on if its active when you take the key out. i have check ignition switch its fine have even up pluged it from fuse block fan and ac fan will still run. the cabin fan relay is also staying energized all the time. even if i pull its fuse. i have pulled the relay is it is working correctly when tested with meter. fuse #8 in cabin fuse block is on all the time as well. all documents i can fine say this is a on when in run state only fuse but hjtat does not seem to be the truth. been at this for days now. even took teh ac control panle out of car checking the wiring to it all seems factor wrapped i dont think there are any shorts or issues wiht it that i can see. thanks for any help

I am still lost as to how fuse #7 and fuse #8 which are both shown being powered by key in the run position, have both got power to them with the ignition switch wiring pulled from the fuse block. all i can think is there is a short in the fuse block some where? i have tracked down every thing i can find that interacts with fuse 7 and 8 and unplugged them to make sure the fuses where not being reverse powered by a problem in another module or system. i unplugged the (condenser relay, fan relay, fan timer control module, ALB module and the ignition switch wires) and still the fan controls allow the blower fan to run. and fuse 7 and 8 are powered. I guess my next move is to pull the fuse block and try to trace back how #7 & #8 fuses are being powered at this point?
any advise or ideas are welcome at this point the car is seconds from the scrap heap, as i cant keep jumping it every where i go due to dead battery from this issue. as even with every thing off this issue is causing the blower relay to be energized and this draws enough current to drain the battery down in 24 hours to a point it will not start.
