yes, they are replaceable. the rack would need to come out to do it. but, unless they are visibly damaged they shouldn't leak. if they've been off before (not unlikely) and were reassembled without being properly cleaned the fittings can leak. so you could check that there is no dirt or other foreign material inside the fittings/ports.
more importantly, if new lines don't fix the leak... for about $80 more than what you'd pay for those lines from the dealer you could have a complete reman-ed rack. either way you're pulling the rack out, why not put in a "new" one?

Thanks hondamark! I just assumed I could replace the lines while the rack is in the car. I see rust/rot on the lines, so I'm assuming they rotted out and one, or both are leaking. I live in New England and this car has rust that is typical of the area.
If I pulled the rack, I would definitely replace it with a reman. I looked on RockAuto and they are about $150 after the core swap.
