Hello everyone I am new to Honda’s particularly the 2.2 L I have just recently bought this car with 159,000 miles on it I am going through at replacing what needs to be replaced fixing what needs to be fixed and I run into a problem and I need some help

first off it’s a 1991 Honda accord LX 2.2 L non-VTEC

here’s my issue while in drive and sitting at a stoplight or stop sign the vehicle is constantly under load and I must push the brake pedal all the way to the floor to keep the car from accelerating on its own. when I release the break it accelerates on its own and will shift from first and second gear by itself. If I immediately get on the gas after stopping it shifts just fine however when I get off the gas it immediately downshift and begins to drag the engine back when it reaches a certain speed the throttle will actually fluctuate going from 1000 to 2000 rpm until I get back on the gas or I get on the break and bring the car to a stop and then it starts all over

I have replaced shift Solenoid A
I have replaced the fast idle air valve
I have checked the TPS
I have checked IAV
I cannot find shift solenoid B
I am looking for any advice and or help with this thank you all for all your help

PS my cruise control does not work either I do not know if this is related or separate issue.

Initial start up 1500 to 2500
after warm 700 to 1000

In Drive
initial start up and stopped 700 to 1000

The issue does not present itself until after I have started moving and then have come to a stop
