Dash harness, where does this go to?

Dash harness, where does this go to?

I took out my dash to replace it with a black one and I dont remember unplugging this connector, and I wanted to know if anyone knows where this goes?

or is this just a ground?

It is a ground and it connects to a spade found on the steering column saddle... top edge on the right side.
