honda civic 2001 struggles climbing uphill

HONDA CIVIC 2001 struggles climbing uphill and the RPM goes to 3000 but I am not getting any added power. Stop for 15 minutes and it becomes OK 45mph at showing 2200 RPM

Wrong forum, but check for CEL codes, do a tune up, and check for a clogged cat.
