07 civic throttle issues

07 civic throttle issues
So after putting in a new battery and checking the alternator now it won't even turn over. Dead till I charge it and drained by next day again. It also won't go over 2000 rpm when I hit the pedal. Any thoughts? I checked fuses they were fine.
