1k - 3k hesitation on my 01 Accord... Where to start looking?
Finally threw a CEL for P0303 and P1399 - cylinder misfire and too many misfires on cylinder # 3.
I pulled off the EGR valve and shot it up with brake cleaner and shot brake cleaner in the IM in the ports for the EGR.
Didn't seem to get any better. In fact, it probably got worse. I've read the EGR ports get plugged on these? Not really
sure where those are located on this engine... Or where they usually get gummed up?
If I go 1/4 throttle it doesn't hesitate at all. Runs and drives just as it should. If I go WOT, it sputters and jerks pretty hard till I hit 3k and its like nothing is even wrong.
Looking for some guidance.

Does this have coil packs or distributor? If coil pack swap #3 with like #1 and see if the problem moves or stays at #3. If it stays at #3 or you have a distributor, perform a compression test.
Distributor, okay. It sounds obvious but pull the spark plug and check it’s condition, this would also be a good time to check if you are getting spark by using this method:
Be safe and disable the fuel pump by pulling the fuse, have someone crank the car while you watch for spark. Lay the plug on the engine (don’t hold it). If you have a good spark, move to a compression check.
