F23a1 internal upgrades
Port the throttle body flange, gut/port the intake manifold, get an aftermarket throttle body, send the cam off to get a more aggressive profile ground onto it, bump compression up, etc. Probably more effective use of funds to just do a swap though.
Throttle body is not considered an internal. By internal is meant pistons, cams, etc. There is power to be had in upgrading internals but staying naturally aspirated is a great way to spend a lot of money without getting the most for each dollar. In these cars you want to go straight to forced induction, or the car will never be competitive. Today's 4 cylinder cars make way more power partly because most are turbo from the factory.
Put $2,000 into your motor's "internals" and then watch a brand new BASE MODEL car roast you at the stop light. Gotta look at the big picture man, its 2018 and your car had 140hp 20 years ago.
