Default 2000 Si Civic Coilover Question Measurements Brands etc

I have been looking at getting into some type of suspension. My em1 car has already lowered with eibach pro kit stock shocks just the spring.

Questions:
How do I measure how low my car is currently ? (Progress cs-II "These coil-over systems are designed to operate at 1.0"-2.5" lower than OEM)[/SPOILER]
They Explain a way but would not work for me cause my car is already lowered
Take a tape measure out to your car and measure the front fender-to-the-center-of-the-wheel as shown on Step 17. The ideal ride height is between 12.5” and 11.5”. Do not go lower than 11.5”. Within this range, the ride quality and handling will be optimized. Any lower will cause excessive bottoming. These dimensions apply to both Civics & Integras.
----- Does this mean i make sure from the middle rim to fender it needs to measure 12.5” and 11.5 ? ------

PROGRESS CS2 or Koni/GC Seem to be everyones favorite and cost affective setups. I don't work on cars much or have tools and time to move my oem top hats over to the new setup.
Does anyone have Full Coilovers system they can recommend that comes fully assembled. I only use car for DD but don't mind car suspension being rough etc. 450/350 was the spring rate i would chose if i could.

I can buy Koni and install my eibach springs but just didn't know how to install top hat etc. Taking suspension off is np just don't know what to do after.

I'm looking to spend 500-800
