09 accord ex OBD port
I have a 2009 accord that I can't get inspected because obd won't communicate with the scan tool for emission check.
PORT has power. 12 volts checked with multi meter at pins 16 and 4.
Any ideas?

Your best bet is to try a code reader or different scan tool.
If that fails you'll need the relevant wiring diagram and a 'scope.
(For clarification, you have B+ on pin 16 and B- on pin 4,yes?)
