Default 94 civic air filter
the Philips screws are rusted in and starting to strip. How do I open this and then be able to close it afterwards? Is it screwed into the plastic, so would drilling it out make it hard to close the case? Thank you

The screws thread into special metal nuts that are molded into the bottom half of the box. You could remove the box from the car turn it upside down and apply penetrant to the bottom end of the bolts/nuts.

There are 3 or 4 bolts that go into the fender. I don't think any of them are inside the box. Of course they are also likely to be rusted.
