Cooling Fans not working but not in AC is on

Icon4 Cooling Fans not working but not in AC is on

Hello there. I need a solution for this because i'm in big headache on this.

First My car is Honda Accord Euro CF3 - 1.8L 4cyl

My cooling fans wont turn on unless the AC is on. Fan relay. the switch on thermostat housing has no issues and checked.

When i scan thru the port, the reading from ECT sensor is calculating properly.
But ECU doesnt start the fan control "On" signal and it remains "off" when the temperature is over 120 Celsius. (please check the attachment of the scanner reading)
(normally ECU is turning on the signal when temp comes around 96-100 Celsius degrees before)



The problem is ECU doesnt turn on the signal. But when AC is on, it says AC switch, AC clutch engages, Fan control all "ON" properly.

Whats the fault? do i need to replace my ECU?
