Default 2000 Accord SE 4cyl ABS

I'm having a problem with my brakes. A soft pedal SPORADICALLY, 3 out of every 10 stops the pedal nearly goes to the floor. The other 7 times its right up and hard how it should be... I've replaced the Master Cylinder, ABS unit, ABS control unit, Brake hoses, Calipers... etc etc.....at my witt's end????

Also having an issue with under 5mph ABS unit kicks in with no codes set?

Help..

Might be time for new brake lines and hoses.

I put all new brake lines on and 1 bad hose?

I've been swamped the last 3 weeks, but finally got back to the 2000 Accord Brake issue. I plugged the front brakes on the Master Cylinder and ran/checked the back brakes. They were very very weak, almost non existent and the brake pedal goes to the floor easily. I could feel just the slightest amount of brake from them maybe 5-10% of their ability.
I then switched it up an plugged the back brakes off at the master cylinder and the front brakes work perfect with a hard full brake pedal.
any ideas? I.E. - master cylinder, proportioning valve ???? I'm wondering about my next step?

Did you ever resolve your issue with the brakes? All four wheels are locking up and I have changed all brake hoses, calipers, pads, rotors, e brake cables, and proportioning valve.... 2004 accord sedan 4 cylinder with the 5speed manual transmission
