Default 1994 Accord Radiator Fan (passenger side) Problems

So I just got this 1994 accord 4 cyl and after an initial wave of problems (radiator hose leaks, radiator busted at top) still having trouble with the passenger cooling fan.
installed a new thermostat, bled air out of coolant.
swapped fan relay under hood with window relay, relays are both good.
Condenser fan comes on when AC is on, but passenger fan does not.
jumped radiator fan to battery, fan comes on
jumped fan switch A with key turned on, only condenser fan comes on.
So I know the motor is good on the radiator fan, the under hood relay is good, but only one fan comes on when jumping fan switch on thermostat.
May end up running radiator fan to its own switch but would rather find source of the problem.
Thanks in advance for and help

Did you check fan timer under dash or relays next to driver headlight?

It looks like the Condenser fan relay fuse by the drivers headlight is shot. Would that affect the passenger side fan noy coming on when I jump fan switch A by the thermostat.. (only the driver side fan comes on when I jump the switch)

1. Remove the radiator fan relay from the under-hood fuse/relay box.
2. Measure the voltage at relay cavity terminal A in the under-hood fuse box. Is there battery voltage?
3. If there is battery voltage at cavity terminal A, use a wire or small paper clip and jump cavity terminal A to cavity terminal B. Does the radiator fan run?

Well I found part of the problem was missing the 20 amp under dash fuse so now fans come on when I jump the switch but still not whike car is running. If I jump a wire from b to c in that diagram it runs
