Firstly, I'm new here and this is my first post so take it for what it's worth. I'm still getting acclimated and while I've found threads addressing problems similar to mine I'm not sure if they help me in my particular situation. If I missed something I apologize and please point me in the right direction.
My 2000 Honda Civic DX failed to re-start after easily starting just minutes before, seems to want to run feeding it starting fluid, I either hear no sound from the main fuel relay or a very rapid clicking. I swapped another relay just to be sure but had same result. Fuses look good, cracked fuel line at filter with key on and no pressure evident, and there seems to be no power at the fuel tank yellow lead. I've not checked for spark as I'm short-handed right now and it did seem to want to run with starting fluid.
I tracked down (from this forum- see below) a diagram of the main fuel relay. I've not used a multi-meter yet (need to get batteries) but with a test light I have power at the connector for the following: #7 with the key off and on position and #3 just with the key on. There's no power at any other terminal. As per a suggestion in a thread I will check my ground at the thermostat. I know I probably should be checking things with the multi-meter and look at that ground at the thermostat but figured I might ask for some advice for things I should be testing for and things to look at in the meantime. Finally, at the time this happened we had been getting lots and lots of rain for days and high humidity but the car still fails to start now with dryer weather.

Just a quick update: I confirmed the fuel pump works after jumping it; I didn't suspect the pump but thought to rule it out. Chiltons manual is all but useless (diagrams/schematics don't match what I have) and I've no idea what to test but I do have a multi-meter handy now. However the battery is nearly dead and must be charged before I can do anything further. Awesome stuff.
So no advice, opinions, suggestions on how to proceed?
The ECU pulls pin 8 to ground to close the relay and start the pump. If it doesn't do that solidly, check ECU grounds and power. If that seems OK, could be a bad ECU.

i was finally able to get my battery charged. checked and cleaned the only ground i understand to be related to the ecu which i understand to be the one at the thermostat.
checked pin #8 (blk with yel wire). first unplugged and then it dawned on me to test plugged in. nothing at the test light unplugged but getting light plugged in and probing on the back side of the connector. this leads me to wonder what i should be getting at the other pins/terminals when plugged in.
anyway, getting light at #8 so this suggests a possibly bad ecu? what other grounds can i check? i have no idea where to check for grounds and power. what other things could it be before i spring for an ecu?
