Default DIZZY ACCELERATION ISSUES B18c1

-98 civic auto converted to manual
-obd2a gsr swap
-tuned obd1 p28 ecu
Gsr bogs on acceleration. It idles fine but when you step on the pedal it will surge and drop rpm then pick up slowly and will accelerate really slow when driven.
-tried new dizzy
-checked ecu
-checked out spark plugs+ wires
- firing order is correct
- tried different ecu
-no cel
I can hear main relay clicking and can hear fuel pump prime.

Last things I did before it started acting up was change the valve cover gasket, cam seal, and distributor seal.

Buuuuut when I changed the dizzy seal I cleaned the inside with brake cleaner, put it back together and I guess it didn’t dry completely so the cap blew a chunk off when I started the car. Then that led to me getting a new dizzy because It ended up not working after that. I got the distributor from autozone btw.

Any ideas on what it could be or what to try next?
