Default No start, Code 9 and 15, how to check ecu?

1995 accord LX 2.2 AT

I got these codes, replaced the distributor and main relay, and still no start. I want to get the the root of the issue and not throw anymore parts at it. I have a multimeter, what can I do?

I can keep it running with starter fluid.

google search is a good place to start.
and again for 15.

both codes are distributor-related but don't necessarily indicate a failed distributor. check continuity between the ECU pins and distributor connector (from distributor side of connector). do a search to find the specific pin-out of your vehicle.

my guess: it's not getting fuel because the ECU isn't getting a CYP signal (code 9) so it's not firing the injectors.
