2009 TSX AC Issues

2009 TSX AC Issues
2009 Acura TSX
AC doesn't work and blows hot air. Compressor won't kick on. I have been doing basic troubleshooting. There is sufficient refrigerant. The compressor relay is good. The compressor doesn't seem seized as I can spin it. I noticed when I turn the AC on none of the radiator fans turn on like they are supposed to.
1. My question is what fuses or relays do I check for this?
2. Would this be enough for the compressor not to kick on?
