Default 1993 Civic D15b7 compression #'s question

Crank, no start issue on my friend's 1993 Civic with the D15b7 engine (stock). Just did a valve adjustment, then a compression test.

Dry:
#1: 127
#2: 90
#3: 125
#4: 60

Wet:
#1: 110 (- 12% no clue why it's less than dry)
#2: 125 (+27%)
#3: 175 (+29%)
#4: 145 (+59%)

Based on these numbers, (especially #4) would you say he's looking at bad rings? I put this stock D15b7 engine in a few years ago after he threw a rod on his original one. We rebuilt the cylinder head with all new everything, valve job/stems/seals/skimmed/pressure tested at the time of the swap. Engine is in perfect mechanical time, spark is present, fuel is present.

I would say bad rings. Oil sealed it up and gave you compression that wasn't there dry.

I think my wifes is starting to go, #4 has been pumping up oil sealing it up but that can only last for so long. Car is sputtering on starts, runs fine once started, but I've known of the issue for a long time and beat the snot out of the motor before it went into wifes car.

#4 seems to be in common for you and I.

It should read between 135-184 psi. There shouldn't be more than 28 psi of difference between cylinders

That's on a warm engine.

If doing a cold dry test it will be more in line 90-140ish range.
