High Hc and CO fail

High Hc and CO fail
So the car has been open header for almost a year. Just on Monday I went to go get a cat welded on, try to go pass emissions and it failed. It says due to high idle readings not being within limits.
HC(PPM)
Cruise limit: 400/ I tested 810
CO (%)
Cruise limit: 3.00/ I tested 9.07
So then I tried to get a waiver from a shop but they said I have to have a stock intake, the car is a b16 and I think it’s damn near impossible to find stock intake with the air box.
What should I replace? Car runs great, recently changed spark plugs. I am going to replace the 02 sensor but I don’t think it would make my test that off.
Help? I just want to get my tabs. This is the last year I gotta deal with this ****.
