Over heating p0128 code

My 02 accord over heats during idle and at low speeds only .. fans are on all the time. No milky oil no smoke no coolant loss. Has no thermostat no bubbles in radiator any ideas on what it can be?

It's likely either the water pump fins are corroded away or there is a blockage in the radiator.

Also, you need to put a honda thermostat in it. Don't buy aftermarket.
