1999 Accord

Wouldn't shift into gear, thought my fluid was low. Drained a quart or so, refilled to top. Fluid was a bit dark, but nothing major.
Car running in neutral with front wheels elevated, tires are spinning. I could shift into gear with clutch pedal depressed.
Could be master/slave cylinder?
