Is that duct tape? 
You have to remove the roof rails and find all the cracks in the seam sealer, and fill them with some silicone or other type of sealant. The hatch hinges should be looked at too. I just did this on mine and it was pretty painless. I don't drive it in the rain, but next time I wash it I'll let you know the result
