Default ECU Power on 2000 Civic EX standard

After long hunting I found why my Civic was stumbling on acceleration - there was poor contact in the two plugs under intake manifold and intermittent short in my TPS signal wire. Using TorquePro i can see that my ECU thinks voltage is 13.1V while I measure 14.4 at the battery and alternator. I wonder if there may be other bad contacts that can cause this or is this normal. If I know which terminal is the positive feed from battery I could do continuity and short to ground test to see if I need to run another wire.
Does anyone know that for P2P ECU?
Does anyone know which terminals the ECU is taking that voltage from?
