95 Honda Accord no torque converter lockup
Verify there are no stored codes, just because the D4 or CEL lamp are not illuminated does not mean there are no codes. Also verify the CEL lamp works. CEL and D4 lamp should come on when you first turn the ignition to 'ON'. If they do not when the Main Relay initially turns on to prime the pump then you will need to replace the CEL or D4 lamp. Before checking codes.
The pair of upper solenoids are what controls the TCC system.
Disconnect the harness to the upper solenoid pair.
With a jumper wire power the solenoids directly with battery power.
They should have an audible click ON and OFF.
If they don't the solenoid may be stuck, you may try to loosen it by using the stem of a Q-tip. Cut off the cotton ball part, insert stick into solenoid center hole and see if you can feel the pintle valve move.
If they click with battery voltage, you will need to check the screens.
Unbolt the solenoid, 10mm headed bolts.
Gently prise the solenoid up, be careful of the rubber O-ring gasket.
Gently pull it off and check the two metal screens are clear of debris and junk.
How did you determine the converter was not locking rather than it being a gear?

How did you determine the converter was not locking rather than it being a gear?
I can tell the rpm is higher, also the converter should unlock when you tap the brake, I see no change in rpm, thank you for your time by the way
