the going rate was $120-140 a pop in 1999. IF you can find someone. If your in the car-biz it shouldn't be a problem. However, if your not or if your car is really-really done-up illegal (i.e. test-piped w/o even a fake looking cat) and your car's VIN or engine # gets red-flagged by a "test-only" station or a state-ref when you do your initial inspection check (car in from out-of-state) or any subsequent checks, say goodbye to ever being able to register the car in this state.
It can be difficult coming in from out of state with a modified car. Your put under a microscope at times.
Also, while you might not see them so much anymore cause of California's budget crisis, there are mobile emmision tester units on the roadways here in Cali. You drive through and your emmisions are gauged and logged. You can spot them b/k high-volume traffic will be diverted into one-lane (usually right before a bridge or something) and there will be two DOT-looking mechanic dudes and a CHP officer parked next to the equipment. You can and will be Gross-polluter tagged on the spot and for really flaggrant violations, cited right there by the CHP dude. Welcome to California.
Edit: there is an option however. The option we all wish we had. Keep the car registered out of state. Keep your florida plates and registration. Hell its cheaper prolly. No CA smog cause your not in the DMV system. The florida plates will make you much more likely to get pulled over though. Also, pray your car never gets stolen.
