I have a 2003 ruckus that if I twist the throttle past 25 percent it bogs it wont die but spits and sputters and will not rev I have took the carb off and cleaned all the jets out and even boiled the carb incase there was anything stuck in the carb body the spark plug looks good it's got new gas in it with carburetor cleaner additive the fuel pump seems to pump fuel out just not shoot it out just a trickle come out I have tried everything I can think of and this thing will not rev past 25 percent throttle please I could use any suggestions

 

Sounds like it is not getting enough fuel. If you Ruck is stock(no mods), it could be time to get a new fuel pump.
