Help for a noob ?

Help high comp. build.
Hi guys!
I live in Hungary, I cant make complete engine swaps in my country because its illegal...
So i want help to build a high compression build.
I have a EDM D13B2 engine in my car,I want to make more power out from it.
The stock engine is 75hp.
My plan is:
The block stay the stock with D15 or D16 crankshaft, Eagle H rods and P29 pistons.
The head stay stock D13B2 with Supertech valves, springs, spring plate and a camshaft. I dont know which camshaft can i use i need help.
For intake i plan to use bike carbs or twib weber carbs.
My biggest problem is the compression ratio. I don’t know this build can work.
