Default 01-05 civic rocker arm clutch engagment not correct

Hi everyone,
I helped my buddy do a swap for a d17a2 with vtec to a japanese d17a with vtec because his motor blew. We swapped flywheel and clutch because it came with the automatic components installed on new block. Swapped all the components over, got clutch aligned and bolted up with no hassles, and trans fit-up with no hiccups. For some reason the rocker arm that the slave cylinder mates with, is not engaging. Has anyone else encounter this type of problem in the past?
