Default New CR-V control arms, loose bushings?

I recently bought a '97 RD1 in pretty good cosmetic condition as it was garaged for years, fantastic leather on the inside but since it was garaged for years, everything rubber is about as solid as jell-o. Bushings quickly went to hell and tires are fine for now but there's some light sun cracking on one of them, nothing too scary though. I'm in the process of replacing struts and all the bushings and ball joints etc to improve ride quality and control arms is where I'm at right now. Got front uppers in but the center of the bushings are still loose around the flange bolts and knock around while driving even after being torqued to spec at ride height, per FSM (40lb-ft). What can I do to fix this, besides just cranking down harder on the bolts until the whole shebang compresses onto the bushings? New to the forum, any advice welcome.
