My Honda Accord 2001 model revs up and down when on idle speed. The engine meter indicator can be seen going up and down even when the throttle pedal is not pressed. This makes driving pretty difficult as the car tries to accelerate even when the throttle pedal is not pressed.

What can be the possible cause and the remedy
