Paint bubbles on windshield panels

I have 2012 TSX with 78K miles and both windshield panels have multiple paint bubbles. Any suggestions who can fix it and whether it is under warranty. thanks

Not the windshield but the metallic panels next to windshield.

What area do you live in? Is it possible they are rust bubbles? And why is this in the 92-00 Civic section?

I live in Sarasota, FL. The spots do not look like rust. I am not sure about the section because it is my first question in the forum.

Bottom line, if the paint is bubbling up, regardless of why, they will need to be repainted. Any pictures?

I agree. You might have to do some exploring with sand paper or a grinder or something to see what is the cause.
