Default keyless fob programming

I tried to re-program my keyless fobs for 2003 civic, by using instructions in attached document.

After repeating 4 times of starting engine/press button on fob, the door locked and the keyless fob worked for a few seconds WHILE THE key is still in the ignition. I thought this means the re-programming worked. However when the key is out of ignition, the fob won't work any more.

This is weird given the procedure was repeated elsewhere many many time and it works. Any insights on this?

Did your car come with keyfobs originally?

yes, these fobs are the original ones that came with the car. What's weird is that the panic button works after re-programming, but lock/unlock don't work.

I know this is an old thread but I was wondering if it was ever resolved?
I have exactly the same problem.
